1. Welcome & Site Overview

Welcome to Acon Industries. On our site we have a live asphalt manufacturing facility with heavy vehicle movements, hot bitumen, and operational plant. Your safety while visiting is our priority.

All visitors must:

  • Sign in on arrival

  • Be inducted before entering operational areas

  • Be escorted at all times

  • Sign out when leaving

2. Visitor Rules

While on site, you must:

  • Remain with your host at all times

  • Wear required PPE (minimum):

    • High-visibility vest

    • Enclosed footwear (steel caps preferred)

    • Hard hat (if entering operational zone)

    • Safety glasses (as directed)

  • Obey all signage

  • Keep clear of plant and truck loading areas

  • Stay within marked walkways

4. Emergency Procedure

If you hear the alarm:

  • Stop immediately

  • Follow your escort

  • Proceed calmly to the assembly point

  • Do not leave site unless instructed

Your host will account for you.

5. Medical Emergency

In the event of injury:

  • Alert your host immediately

  • First aid kits are located onsite

  • Emergency services will be directed from Taihoa Rise & Anianiku Place

For burns:

  • Cool with running water for 20 minutes

  • Do not remove bitumen or stuck clothing

6. Incident Reporting

At Acon Industries, all incidents - including near misses - must be reported immediately. Prompt reporting allows us to manage risks, prevent recurrence, and meet our obligations under the Health and Safety at Work Act 2015.

What must be reported?
 You must report any of the following:

  • Near Misses – Any event that could have caused injury, damage, or environmental harm but did not.

  • Injuries or Illness – All work-related injuries, no matter how minor.

  • Property Damage – Damage to plant, vehicles, equipment, buildings, or third-party property.

  • Environmental Incidents – Spills, discharges, or any event that could harm land, air, or water.

Who to Notify
Immediately notify:

  • Your Site Supervisor or Manager

  • The Health & Safety Representative (if available)

  • Emergency Services (111) if urgent medical or environmental response is required

How to Log an Incident

  1. Ensure the area is made safe (if safe to do so).

  2. Seek medical attention if required.

  3. Inform your Supervisor immediately.

  4. Complete the Digital Acon Industries Site Incident Report Form as soon as practicable, providing clear and factual details of what occurred.

  5. Submit the completed form.

Investigation Process
All reported incidents are reviewed and, where required, formally investigated to determine root causes. This may involve interviews, site inspections, and review of procedures. Corrective actions will be identified and implemented to prevent recurrence. Where an incident meets the threshold for a notifiable event under the Health and Safety at Work Act 2015, management will notify WorkSafe New Zealand as required. Reporting is not about blame - it is about keeping everyone safe. If in doubt, report it.

This is a high-risk industrial environment. Key hazards include:

  • Hot Bitumen (160–180°C)

    • Severe burn risk

    • Do not approach tanks, lines, or spray areas

  • Heavy Vehicle Movements

    • Trucks entering and exiting continuously

    • Front-end loaders operating

    • Always assume drivers may not see you

  • Moving Machinery & Conveyors

    • Do not touch equipment

    • Do not enter barricaded areas

  • Dust & Noise

    • Noise levels may require hearing protection

    • Dust may be present depending on conditions

  • Hazardous Substances

    • Bitumen, diesel, additives stored onsite

    • Do not enter Dangerous Goods areas

9. TRAFFIC MOVEMENT PLAN

Acon Industries operates a heavy industrial site with continuous truck movements, mobile plant, and staff vehicles. Strict adherence to the Traffic Management Plan (TMP) is mandatory at all times. Failure to follow site traffic rules may result in removal from site.

  • Site Speed Limit

    • Maximum speed on site is 10 km/h.

    • Speed limit applies to all vehicles, including light vehicles, utes, forklifts and heavy trucks.

    • Drive to conditions at all times (weather, visibility, pedestrian activity).

  • One-Way Traffic System

    • This site operates a designated one-way heavy vehicle flow system to minimise risk and congestion.

    • All vehicles must follow directional arrows and signage.

    •   Entry and exit points must be used as marked.

    • Asphalt pickup trucks must follow the designated Asphalt Pick-Up Route.

    • Shared entry/exit areas must be approached cautiously.

    • Do not drive against traffic flow under any circumstances.

    • Refer to the attached Site Map with truck flow marked.

  • Heavy Vehicle Priority Rules

    • Heavy vehicles always have right of way on site.

    • Light vehicles must give way to trucks and mobile plant.

    • Do not overtake heavy vehicles.

    • Maintain safe following distances.

    • Never position your vehicle in a truck’s blind spot.

    • Be aware of loader operating areas and stockpile zones.

  • Pedestrian Walkways

    • Use designated pedestrian walkways and crossings at all times.

    • High visibility clothing is mandatory outside of office areas.

    • Make eye contact with operators before crossing near plant or trucks.

    • Pedestrians must not walk through loader operating zones or truck loading areas.

    • Visitors must be escorted unless inducted and authorised.

  • Reversing Requirements

  • Reversing is to be avoided wherever reasonably practicable. Where reversing is required:

    • Conduct a 360° visual check before moving.

    • Use reversing alarms and hazard lights.

    • Reverse slowly and under full control.

    • Use a spotter where vision is restricted or operating near structures, pedestrians or plant.

  • Spotter Requirements

  • A trained spotter is required when:

    • Reversing heavy vehicles in confined areas.

    • Operating near pedestrians.

    • Manoeuvring near plant, stockpiles, buildings or services.

    • Vision is obstructed.

    • Spotters must:

      • Wear high visibility PPE.

      • Maintain clear communication with the operator.

      • Stand in a visible and safe position at all times.

      • If visual contact is lost — STOP immediately.

  • Visitor Parking

    • Visitor parking is located next to the Acon Industries Office.

    • All visitors must report to reception upon arrival.

    • Visitors must not park in plant or truck operating areas.

  • Staff Parking

    • Staff must park in designated staff parking zones only.

    • Do not park in heavy vehicle routes or loading areas.

  • Freight & Delivery Trucks

    • All freight delivery trucks must report to the Acon Industries Office on arrival.

    • Drivers must remain in safe zones unless directed otherwise.

  • General Site Traffic Rules

    • Seatbelts must be worn at all times.

    • No mobile phone use while driving.

    • Headlights must be on when operating heavy vehicles.

    • Report any near misses, unsafe driving, or traffic incidents immediately.

10. Prohibited on Site

  • Smoking outside designated areas

  • Entering restricted or barricaded areas

  • Using mobile phones while walking in operational areas

  • Taking photographs without permission

  • Interfering with plant or equipment

11. Environmental Protection

This site operates under strict environmental controls. Visitors must:

  • Avoid contaminating drains

  • Not dispose of any materials onsite

  • Follow instructions regarding restricted areas

12. Fitness for Visit

By entering site, visitors confirm they are:

  • Not under the influence of drugs or alcohol

  • Fit to walk in an industrial environment

  • Wearing suitable footwear

13. Traffic Safety Requirements

  • Site speed limit: 10 km/h

  • Pedestrians must use designated walkways

  • Give way to heavy vehicles at all times

  • Never walk behind reversing trucks or loaders

  • Make eye contact with operators before approaching

14. Legal & Compliance Requirements

Under the Health and Safety at Work Act 2015, all persons entering a workplace have a duty to take reasonable care for their own health and safety and ensure their actions do not adversely affect the health and safety of others.

While visiting this site, you are required to:

  • Follow all site safety rules and instructions provided by Acon staff

  • Remain with your designated host at all times

  • Use all required personal protective equipment (PPE)

  • Immediately report any hazards, incidents, or unsafe conditions

  • Not interfere with or misuse any plant, equipment, or safety systems

Failure to comply with site safety requirements may result in removal from site.
